Geographic Information System (GIS) Division of the Information Systems Department
PROGRAM DESCRIPTION:
The purpose of the GIS Division is to define, design and deliver an organized, shared geospatial-centric information infrastructure that enables our county to manage data and resources using a cost effective county wide enterprise approach.
SELECTED MAJOR ACCOMPLISHMENTS THIS YEAR:
Virtualized 10 physical servers and workstations, resulting in a reduction of associated power and environmental costs. Moved core GIS related operations to a more robust “Data Center” environment, providing better availability and performance.
Managed 2 Digital Mapping Projects to provide high resolution color imagery for Okaloosa County and surrounding areas.
Performed GPS data collection, network adjustment and accuracy assessment of over 50 photo control and other survey control points in support of various spatial modeling efforts.
Continued to manage and develop “tri-county” GIS data warehouse, maps and websites for the 14 jurisdictions within Santa Rosa, Okaloosa and Walton counties in support of the Joint Land Use Study (JLUS).
Achieved several important milestones in the effort to implement a comprehensive work order, pavement and signage management system as part of the final solution to integrate Public Works, GIS and other county data into a comprehensive GIS centric decision support system.
Implemented MapStar GIS mapping solution for E911 and other public safety entities. Modified address maintenance application tools and processing to provide over 107,000 individual county addresses suitable for the new MapStar system.
Performed over 1,200 Sunshine One fiber utility locates to protect the integrity of the county wide fiber network.
Implemented GIS mobile mapping solution for county EMS ambulance service.
Created and submitted 2 comprehensive American Recovery and Reinvestment Act Broadband Infrastructure Stimulus Grants.
Implemented Web Permitting for viewing activity.
Processed over 900 square miles of LIDAR data, producing highly usable elevation models and contours for various county projects.
PROGRAM GOAL:
The goal of the GIS Division is to provide robust, user friendly access to “on demand” geospatial data and systems for critical government services that affect the citizens of our county.
KEY OBJECTIVES:
Continue to leverage key development environments to produce maintainable, highly effective software applications.
Create a highly available (HA) GIS/IT infrastructure to insure mission critical applications and data services are available 24x7
Coordinate and facilitate interdepartmental and interagency cooperation to reduce duplication of effort and wasted resources.
Work with federal, state and local governments to create and facilitate cost sharing strategies.
Increase efficiency with technological innovation.
PERFORMANCE MEASURES:
GIS related projects and tasks logged and managed using customized windows share point services, recently implemented database management software to monitor and report on standard statistical metrics to help determine efficiency of system architecture, fulfilled over 500 external requests for data and services, processed over 3,000 basic geospatial data edit functions, handled over 65,000 hits to GIS related websites, processed and modeled over 500 square miles of digital elevation and planimetric data, modified over 575 reports for the county permit and inspection system and managed over 4 terabytes of geospatial and other mission critical data sets.
